(KAP-2-YLV-W01) İhale Öncesi İsteklilerin Soruları
ve Yalova Belediyesinin Yanıtları
1-) İhale Birim fiyat Teklif Cetvelinde belirtilen metrajlarda yapılacak Çelik boru çap ve hat uzunlukları verilmiştir ancak Yüklenici tarafından tedariği yapılcak bu çelik borular için malzeme sınıfı belirtilmemiştir. Çelik boru kalite sınıflarının St37 yada St44 gibi belirtilmesi gerekmektedir.
Yanıt 1:
Malzeme sıınıfı bütün çelik boru imalatları için St44 olacaktır.
2-) Proje kapsamında malzeme temini ve montajına dayalı temizsu iletim ve şebeke hatları ve yardımcı sistemleri için sahaya malzeme temini sırasında yüklenicinn finansal programını ayarlaması adına ihzarat ödemesi yapılacak mıdır? Yapılacak ise bu sözleşme birim fiyatlarının yüzde kaçı oranında olacak ve hangi şartlarda yapılacaktır.
Yanıt 2:
Birim fiyat tarifleri ve birim fiyat tarifleri önsözünde de belirtildiği üzere hazırlık veya ihzarat bedeli ödenmeyecektir. Ancak sözleşmenin Cilt 3, Bölüm 8, Madde 48 uyarınca avans alınabilecektir.
3-) Şehir içerisinde yapılacak kazı çalışmaları sırasında çıkacak kazı artığı harfiyat malzemesi dökümü için AYKOME izinleri alınmış mıdır? Döküm bedeli olarak ayrıca bir bedel ödenecek midir ? Yoksa bu proje döküm bedeli tutarından muaf mı tutulmuştur ?

Şehir içerisinde ve şehir dışında yapılacak kazı çalışmaları sırasında çıkacak kazı artığı harfiyat malzemesi dökümü mevcut harfiyat döküm sahalarına yapılacaktır. Döküm bedeli yükleniciye aittir. Döküm bedeli tutarından muaf bir durum yoktur.
4-) Proje kapsamında yapılması planlanan yol ve dere geçişleri için gerekli izinler alınıp protoller imzalanmış durumda mıdır ? Protokoller yapılmadı ise bu geçişlere ait protol bedelleri kimin uhdesinde olacaktır ?

Proje kapsamında yapılması planlanan yol ve dere geçişleri için gerekli izinler alınmamış ve protokoller imzalanmamış durumdadır. Protokoller ve bu geçişlere ait bedeller Yalova Belediyesi uhdesinde olacaktır.
5-) KAP-2-YLV-W01 Sözleşme numaralı “Yalova(Merkez) İçmesuyu İsale Hattı İnşaatı” ihale dosyasında birden fazla adres bulunmakta olup, tekliflerin sunulacağı adresin TST 22.1 maddesinde belirtildiği şekilde “Süleymanbey Mahallesi, İstiklal Caddesi No:29 Yalova Belediyesi /YALOVA” olduğunu teyit etmenizi arz ederiz.
Yanıt 5:
Cilt 1 Bölüm II TST 22.1’de de belirtildiği üzere teklif dökümanları Süleymanbey Mahallesi, İstiklal Caddesi No:29 Yalova Belediyesi /YALOVA” adresine teslim edilecek ve Cilt 1 Bölüm II TST 25.1 uyarınca teklifler yine bu adreste açılacaktır.
6-) KAP-2-YLV-W01 sözleşme numaralı “Yalova (Merkez) İçmesuyu İsale Hattı İnşaatı” ihalesi Bölüm IV İhale Formları Teklif Mektubu formunda “Teklifi imzalayan kişi, Teklif sahibi tarafından verilen vekaletname ile birlikte Teklife eklenecektir” denilmektedir. Teklif sahibi ortak girişim olması durumunda Ortak Girişim Beyannamesi’nde özel ortakların pilot ortağa yetki verdiği ibaresinin olması ya da teklifte bütün ortakların imza atması yeterli midir?

Cilt 1 Bölüm II İhale Bilgi Formu (İBF) , TST 20.2 Teklifi İmzalamaya Yetkili Kişiler 20.2 (b) (ii) maddesine göre veya Ortak Girişimi oluşturan her bir ortak tarafından imza atmaya yetkilendirilmiş kişilerinin ayrı ayrı imzaları yeterli olup, 20.2 (a) maddesinde belirtilen belgelerin de teklife eklenmesi gerekmektedir.
7) KAP-2-YLV-W01 sözleşme numaralı “ Yalova (Merkez) İçmesuyu İsale Hattı İnşaatı” ihalesi Bölüm II. İhale Bilgi Formu (İBF) TST 20.1 Teklf Kopya Sayısı maddesinde “Teklif Sahipleri teklif dosyalarının ıslak imzalı asılları ile birlikte iki(3) adet de kopya sunacaklardır. Kopyalardan bir tanesi CD/DVD içerisinde, PDF formatında, taranmış olarak sunulacaktır.” denilmektedir. Kopya sayısının netleştirilmesini arz ederiz.
Yanıt 7:
3(üç) Adet kopya sunulacaktır. Kopyalardan 2(iki) tanesi fiziki, 1(bir) tanesi CD/DVD içerisinde dijital şekilde olacaktır. Dijital kopya bütün dökümanların taramasını içerecektir. Taramaların yanında keşif ile teklif cetvelinin excel formatında kopyasınıda ayrıca içerecektir.

- Steel pipe diameters and line lengths to be implemented in the quantities specified in the Tender Unit Price Bid Sheet are given, but the material class is not specified for these steel pipes to be supplied by the Contractor. Steel pipe quality classes should be specified like St37 or St44.

Material class for all steel pipes shall be St 44.
- Will the contractor be paid by “material on site paymet” to adjust the financial program during the supply of materials to the site for the clean water transmission and network lines and auxiliary systems based on the supply and installation of materials within the scope of the project? If so, what percentage of the unit prices will this contract be and under what conditions?
Answer 2
As it is specified in unit price descriptions and preamble to unit price descriptions, no “material on site” or prepartion payment will be done.However, as it it is specified in Volume 3, Part 8, Clause 48, advance payment shall be paid to the contractor.
- Have AYKOME permissions been obtained for the excavation material caused by excavations to be carried out in the city? Will there be an additional fee for dumping or is this project exempted from the casting cost?
Answer 3
All excess excavation material obtained by excavations in and out side of the city shall be dumped existing dump sites. All cost for dumping shall be covered by the contractor. There is no exemption from the dumping fee.
- Have the necessary permits been obtained and the protocols signed for the road and stream crossings planned to be made within the scope of the project? If the protocols have not been made yet, who will be responsible for the protocol costs of these transitions?

Necessary permits have not been obtained and protocols have not been signed for the road and stream crossings planned to be made within the scope of the project yet. Protocols and the costs of these transitions will be under the responsibility of Yalova Municipality.
- There is more than one address in the tender document of "Construction of Yalova (Center) Drinking Water Transmission Line " with contract number KAP-2-YLV-W01 and the address where the bids will be submitted is "Süleymanbey Mahallesi, İstiklal Caddesi No: 29 Yalova Municipality / YALOVA" as specified in TST 22.1. We request you to confirm.

As stated in Volume 1 Part II TST 22.1, bids shall be delivered to “Süleymanbey Mahallesi, İstiklal Caddesi No:29 Yalova Municipality /YALOVA” and bids shall be opened at this address in accordance with Volume 1 Part II TST 25.1.
- In the Section IV Tender Forms Letter of Bid for the "Yalova (Central) Drinking Water Transmission Line Construction" contract numbered KAP-2-YLV-W01 tender document, it is stated that "The person who signed the offer shall be attached to the Bid together with the power of attorney given by the Bidder". In case the bidder is a joint venture, is it sufficient to have the statement that the private partners authorize the pilot partner in the Joint Venture Declaration, or is it sufficient for all partners to sign the proposal?

Volume 1 Part II Bid Data Sheet (BDS), ITB 20.2 Persons Authorized to Sign the Bid according to 20.2 (b) (ii) or by each partner forming the Joint Venture, the signatures of the persons authorized to sign separately are sufficient, and in article 20.2.(a) The specified documents must also be attached to the bid.
- "Yalova (Center) Drinking Water Transmission Line Construction" tender with contract number KAP-2-YLV-W01 Part II. Bid Data Sheet (BDS) ITB 20.1 Number of Bid Copies article states, “The Bidders shall submit two (3) copies of their bid files together with the originals with wet signatures. One of the copies shall be presented on CD/DVD, in PDF format, scanned.” is said. We suggest clarification of the number of copies.

3 (three) copies shall be submitted. 2(two) copies will be hardcopy and 1(one) shalll be softcopy in CD/DVD. The softcopy shall include scanning of all documents. In addition to the scans, it shall also include a copy of the bid sheet in excel format.
